Stephen Cole has been preparing for his career literally since he was 12 years old when he would go to court to observe trial lawyers at work. Originally wanting to be a litigator, Stephen now handles one of the most exclusive areas of his firm's transactional practice.
A partner in the Public Finance Department of Fulbright & Jaworski L.L.P.'s Los Angeles office, Stephen has over 32 years of experience in public finance, including bond counsel, underwriters' counsel, disclosure counsel and letter of credit bank counsel in financings for electric utilities (including large renewable energy projects), financing authorities, joint powers authorities, assessment districts, redevelopment agencies, transit agencies, water and waste water agencies and hospitals. Stephen has substantial experience in certificates of participation financings, renewable project financings, lease revenue bond financings, taxable financings, general obligation financings, variable rate financings, short-term financings and traditional revenue bond financings. He also has significant experience relating to interest rate swap agreements. In December of 2010, one of the renewable projects Stephen and others at Fulbright had worked on for several years was selected as the "Deal of the Year" by The Bond Buyer. That same project also selected the "Reader's Choice Award" by Renewable Energy World magazine. Stephen has acted as bond counsel in the issuance of over $1 billion of tax-exempt bonds for renewable projects.
Stephen has been involved in the issuance of approximately $35 billion of tax-exempt and taxable obligations.
