With significant expertise in eminent domain and real estate litigation, Steve Carroll is a veteran litigator, negotiator and advisor who has a proven ability to achieve favorable outcomes for his clients.  During the past 27 years, Steve has represented and counseled both landowners and condemnors in hundreds of eminent domain cases in the elusive search for just compensation.  Steve has represented clients in many different kinds of real estate disputes, including real estate development lawsuits, conflicting ownership claims to land, landlord tenant litigation, disputes over easement rights, and partition suits. 

Significant experience includes:

• Advised and represented international and national energy companies, communications companies, and governmental entities  in planning, coordinating, supervising, negotiating and, where necessary, filing condemnation proceedings to acquire easements for many large pipeline and utility projects, involving the acquisition of thousands of easements.   Defended landowners in condemnations filed by governments to acquire land for roads and a park.
• Successfully represented clients in eminent domain and real estate trials, and successfully argued cases on appeal to the Texas Courts of Appeal, the Texas Supreme Court, and the United States Fifth Circuit Court of Appeals.

Steve was interviewed on National Public Radio concerning the United States Supreme Court's decision in Kelo v City of New London. He was also a speaker on the Sky Radio Network Show on Northwest Airlines on the subject of condemnation for economic development.

After Steve graduated from West Point, he served 5 years in the U.S. Army, where he was a Signal Officer in the 25th Infantry Division in Hawaii.
