With a broad range of legal skills and over 30 years in practice, Lisalee Wells has considerable project finance experience outside of the tax-exempt field. She has been with Fulbright & Jaworski L.L.P.'s Los Angeles office since 1998 and works as bond counsel, underwriter's counsel and letter of credit counsel on a wide variety of public finance matters with a focus on California state and local agencies.
Based in Los Angeles since 1978, Ms. Wells has experience in both short-term and long-term financings for schools, cities, counties and joint financing authorities, and has financed more than three dozen health care facilities, as well as numerous multifamily residential rental projects, industrial and manufacturing plants within and outside of California, pollution control facilities, private schools and universities, public agencies and congregate care facilities. Her current focus is public school and community college financing.
Ms. Wells' clients include school and college districts, universities, cities, counties, joint financing authorities, health care facilities and investment banking firms.
Her recent significant matters include:
- Representation of a large community college district as bond counsel in the issuance of more than $3 billion in general obligation bonds.
- Representation of water and sewer districts throughout Southern California in financing extensions and improvements to public systems.
- Representation of major investment banking firms in structuring, marketing and selling tax-exempt and taxable bonds for utilities, education, health care and general government purposes, both within and outside of California.

Ms. Wells was admitted to practice law in California in 1975 and is also admitted to practice before the U.S. District Court for the Northern and Central Districts of California as well as the U.S. Supreme Court and the Court of Military Appeals.
In her spare time, she enjoys weightlifting, painting and cooking.
