Joel Moser co-chairs Fulbright's Global Infrastructure Group. He concentrates his practice on infrastructure investment utilizing public private partnership, project finance, public finance and other leveraged finance techniques. Mr. Moser has represented investment funds, banking and investment firms, state and local governments and agencies, public and private businesses and non-profit enterprises in a full spectrum of infrastructure investments and transactions in a wide variety of industry sectors including transportation, energy, water, professional athletics facilities and education.
As co-chair of Fulbright’s Global Infrastructure Group, Mr. Moser leads an interdisciplinary team of professionals and brings his own extensive successful experience in supporting the planning, development, acquisition, financing, refinancing, operation and sale of infrastructure assets across the United States and around the world.
Mr. Moser is breaking new ground in the emerging US infrastructure investment industry as chair of Fulbright's US P3 Practice Group by implementing innovative transaction structures to bring public private partnership investment strategies to new asset classes and first time market participants.
Following are selected examples of Mr. Moser’s practice experience:
- Sports Facilities. Representation of the New York Mets Major League Baseball Team in the financing of a new billion dollar 45,000 capacity stadium.
- Transportation. Representation of both government sponsors and financial institutions in PPP relationships and transactions for urban mass transit, commuter rail and airport connector lines serving major metropolitan centers.
- Water. Representation of both government sponsors and financial institutions in financing and PPP transactions for regional and municipal water systems serving populations ranging up to the millions.
- Power. Representation of the developer/owner of a 240 megawatt natural gas-fired co-generation plant and trans-border natural gas pipeline.
- Renewables. Representation of the government sponsor of a series of windparks totaling 400 megawatts, part of a program which was given the "2007 Renewables Deal of the Year" award by Infrastructure Journal.

Mr. Moser was lead counsel on the Public Finance 2006 "Deal of the Year." This award, issued for innovative transactions by The Bond Buyer, was given to the financing of the New York Mets for "technical prowess and structure."
