Companies with offshore operations may find themselves scrambling to prioritize responses to almost daily regulatory developments in offshore drilling regulations. In addition to the challenges that operators face in complying with the Nov. 15 deadline to comply with the Safety and Environmental Management System ("SEMS") I rule, several new regulations are likely to be implemented in the near future that will affect offshore drilling operations. These new regulations, along with the U.S. Bureau of Ocean Energy Management, Regulation and Enforcement's plan to split into two separate agencies, create a formidable challenge for offshore operators.
