Serving the Many Masters: Understanding Local Regulations of Oil & Gas Operations
In states with active shale development, an increasing number of county governments are attempting to enforce county oil and gas regulations. These regulations address the same subject matter as the regulations of state oil and gas conservation authorities. This overlap always poses challenges for operators, because counties rarely adopt their own rules unless they believe that state regulation is inadequate.
