The North Houston Association recently awarded Fulbright partner Neil Thomas with its Compass Award.

The NHA identifies, advocates and supports projects and initiatives that advance the business environment and improve the quality of life in North Harris and Montgomery counties.

NHA honored Thomas for his significant contributions to the creation of the Greens Bayou Corridor Coalition (GBCC). As a member of its steering committee, Thomas guided the coalition through the process of incorporation and obtaining its non-profit status. He continues to serve on its advisory council.

A partner in Fulbright’s Houston office and head of the Houston public finance practice, Thomas acts principally as bond counsel, underwriters' counsel, and disclosure counsel for local government and private activity financing.

Thomas has experience with tax exempt and taxable securities transactions for cities, counties, water districts, electric power authorities, school districts, universities, colleges and industrial and housing development corporations, including ad valorem tax financings, tax increment financings, utility revenue financings, auction and variable rate financings, interest rate swap and forward purchase agreements, lease financings and private placements.

Thomas has served on the NHA Board of Directors for the last seven years.
