EXPERIENCE

Mr. Harris is head of the firm's Structured and Project Finance Group. He has significant experience representing clients in domestic and international project finance transactions in a variety of sectors, including numerous projects in the power sector throughout the world. For example, Mr. Harris has worked on independent power project financings in India, Pakistan, Nepal, Bangladesh, Indonesia, Africa and Latin America.

Mr. Harris also has worked on financings in many other sectors, including manufacturing (such as paper and pulp, cement and carbon black), telecommunications, mining, railways and toll roads. Mr. Harris has spent, and continues to spend, a substantial part of his time working in the area of debt restructurings, including a wide range of domestic and international restructurings.

REPRESENTATIVE EXPERIENCE
  • Represented multilateral lenders in connection with the secured financing of the privatization of a cross-border railway in Kenya and Uganda; financing was named by Project Finance magazine the African Transport Deal of the Year for 2006
  • Represented multilateral lender in connection with the initial financing and subsequent $550 million debt restructuring of a 586 MW natural gas-fired, combined-cycle power plant in Pakistan
  • Represented multilateral lender in connection with the $436 million overall debt restructuring for a 250 MW power generation plant and power transmission facilities located near Calcutta
  • Represented multilateral lender in connection with the secured financing of the privatization of a railway in Tanzania
  • Represented multilateral lender in connection with the secured financing of a gold mine in Ghana
  • Represented certain leveraged lease equity investor/owner lessor in the Calpine Corporation, et al. bankruptcy cases, in the United States Bankruptcy Court for the Southern District of New York
  • Represented certain leveraged lease equity investors/owner lessors in the Mirant Corporation, et al. bankruptcy cases in the United States Bankruptcy Court for the Northern District of Texas
  • Represented Latin American investment fund in connection with its investment in the subordinated debt and residual equity interests held in a Colombian combined-cycle gas powered power plant company and certain related companies
  • Represented multilateral lender in connection with a loan and quasi-equity investment in a Mexican paper products manufacturing company in connection with overall debt refinancing and capital expenditure transaction totaling $464 million
  • Represented multilateral lender in connection with the financing of a 43 MW hydroelectric facility in Guatemala
  • Represented multilateral and commercial lenders in connection with the financing of a 56 MW combined-cycle power plant in West Africa
  • Represented Latin American investment fund in connection with its investment in a Mexico City company specializing in billboard and other advertising in the Metro and airports of Mexico City
  • Represented multilateral and commercial lenders in connection with the financing of a 67.5 MW, diesel-powered electric power plant in West Africa
  • Represented multilateral lender in connection with the financing of a coal-fired power plant in Indonesia
