Rick Weber is a partner in the Houston office of Fulbright & Jaworski L.L.P. and heads the firm's Public Finance and Administration Department. He practices in the area of public finance, acting as bond counsel, underwriter's counsel, disclosure counsel and borrower's or credit enhancer's counsel. Mr. Weber has considerable experience with nonprofit health care, pollution control and pool financings; multi-modal bonds, interest rate derivatives and other advanced financial products; and primary and continuing disclosure issues.
Among other transactions, he has represented clients in connection with:
- More than $1 billion of interest rate swaps for large municipalities and an urban county, including fixed to variable and basis swaps and tax- and revenue-supported swaps.
- Taxable and tax-exempt structured financings of natural gas reserves used to fuel municipal gas and electric utilities, including attendant gas exchange, balancing, transportation and commodity hedge contracts.
- Nearly $400 million tax-exempt synthetic lease financing of a synthetic gas plant and cogeneration station for a major refining company to convert waste coke into electric energy.
- Numerous tax-exempt financings of non-profit heath care facilities, including obligated group master indentures and auction rate and variable rate demand bonds.
- Creation of two local government investment pools for the joint investment of cash assets under professional management.
